City Update - 15 December 2025

City of Weed
December 15, 2025

Hello everyone,

We wanted to share a full city update following last Thursday’s City Council meeting at the Weed Community Center, along with some critical information about ongoing work at City Hall.

Appointment of Mayor and Mayor Pro-Tem

Please join me in congratulating the re-appointment of Mayor Darrell Parham and Mayor Pro-Tem Ken Palfini.

Working Together as a Community

We want to acknowledge the collaborative efforts of our partners and community members during this challenging time. With the recent layoffs and the closure of the veneer plant operated by Roseburg Forest Products, the City Council unanimously recognized the hardship faced by affected families. While we acknowledge the difficulties, we also see this as an opportunity in disguise to come together as a community and support one another.

To that end, we are compiling a list of community resources for those who have been impacted. A special thank you goes out to the College of the Siskiyous for quickly organizing a job fair on Friday, which included resume assistance and opportunities for displaced workers to find new employment. The City of Weed, along with many other participants, quickly organized to show our unanimous support for those affected by this event.  Together, we are committed to navigating this period and emerging stronger as a community.

City Hall Improvements and Temporary Office Changes

As many of you are aware, the City has been undertaking a multi-step process to improve and repair City Hall. This effort began last year with roof repairs and is now continuing as we address water damage inside the building.

As part of this work:

  • The Utility Office and City Clerk’s Office were remote; now they will be back in person tomorrow at a temporary location inside the Library building.
  • Testing inside City Hall will take place this week.
  • Remediation work is scheduled to begin next week, after testing is complete.

These steps are part of a planned, methodical approach to properly fixing City Hall and ensuring the building remains safe and functional in the long term. We appreciate everyone’s patience during this temporary transition.

City Council Actions from Thursday’s Meeting

At Thursday’s regular City Council meeting, several important decisions were made:

Reserve Police Officer Pay (Resolution 41-2025)

City Council approved new reserve officer pay rates to help address current staffing shortages in the Police Department. This allows the City to maintain service levels—particularly for community events and the College of the Siskiyous—without overworking existing officers. It also helps reduce burnout while we continue recruiting for additional full-time officers.

2026 Capital Improvement Plan Approved

Council approved the City’s 2026 Capital Improvement Plan, which is a significant step forward in long-term planning. This plan helps the City think ahead about infrastructure needs, avoid last-minute repairs, and maintain services more responsibly and efficiently over time.

Water System and Facility Maintenance

Council approved contracts related to:

  • Water storage tank maintenance, which helps extend the life of City infrastructure, prevent costly damage, and meet state requirements.
  • Water damage remediation at City Hall, allowing repair work to move forward once testing is completed.

These actions are focused on protecting critical infrastructure and avoiding much higher costs in the future.

We will continue to keep the community informed as work progresses and as additional City Council actions move forward.

If I don’t get the chance to speak with you before the holidays, on behalf of the City of Weed, I would like to wish everyone a Merry Christmas, a Happy New Year, and a Happy Hanukkah.

Thank you for your patience, engagement, and continued support.

Respectfully,

Dustin Stambaugh, City Manager
