City Manager

State law permits the City Council to hire a professional administrator to handle the day-to-day management of the City, much like a board of directors of a private corporation employ a president to operate the corporate business.  The City Manager serves at the pleasure of the City Council and is appointed for an indefinite term.

The City Manager is charged with managing the affairs of the City under the policies adopted by the City Council and in accord with sound management practices and procedures. 

The City Manager is directed to enforce all laws and ordinances; to recommend to the City Council the organization of the City into departments; to perform the duties of the personnel officer; to recommend the adoption of resolutions and ordinances; to arrange the efficient operation of the City; to attend all meetings of the City Council; to purchase all supplies for the City; to keep the City Council advised at all times of the financial conditions and needs of the City; to make investigations into the affairs of the City; to exercise general supervision of all City property and all City employees, and to perform such other duties as delegated by ordinance or resolution of the City Council.

Senate Bill 272 - Enterprise System Catalog

Senate Bill 272

This bill requires each local agency, except a local educational agency, to implement the California Public Records Act to:

  • Create a catalog of enterprise systems

  • Make the catalog publicly available upon request

  • Post the catalog on the local agency's Internet website

Enterprise Systems

An Enterprise System is defined as a software application or computer system that collects, stores, exchanges and analyzes information that the agency uses.  It includes both of the following:

  • A multi-departmental system or a system that contains information collected about the public.

  • A system that serves as an original source of data within an agency.

  • An Enterprise System does not include any of the following:

  • Information Technology security systems, including firewalls and other cybersecurity systems.

  • Physical access control systems, employee identification management systems, video monitoring and other physical control systems.

  • Infrastructure and mechanical control systems, including those that control or manage street lights, electrical, natural gas or water and sewer functions.

  • Systems related to 911 dispatch and operation of emergency services.

  • Systems that would be restricted from disclosure by Section 6254.19.

  • The specific records that the information technology system collects, stores, exchanges or analyzes.

Enterprise System Catalog Requirements

  • The catalog will contain the following:

  • Current system vendor

  • Current system product

  • System's purpose

  • A description of categories or types of data stored

  • The department that is the prime custodian of this data

  • The frequency that system data is collected or updated

Exception

If the public interest served by not disclosing the information described clearly outweighs the public interest served by disclosure, the local agency may instead provide a system name, brief title or identifier of the system.
