The City Attorney is charged with the task of advising the City Council, City Manager, and other City Officials on all legal aspects of municipal operations. The office represents the City in civil actions, prosecutes violations of City ordinances, and drafts required legal documents.

David J. Ruderman is Senior Counsel at Colantuono, Highsmith & Whatley, a municipal law firm with offices in Pasadena, Grass Valley, Sacramento, Sonoma, and Solana Beach. His litigation and advisory practice cover a range of public law issues, including municipal finance and public revenues, public utilities, LAFCo matters, land use, code enforcement, cannabis regulation and enforcement, election law, employment law, and general contract disputes. He obtained his J.D. from UCLA in 2006, where he served on the Law Review and externed for the Honorable Harry Pregerson of the Ninth Circuit Court of Appeals. Prior to attending law school, David served as a Peace Corps volunteer in the Russian Far East. He graduated with honors in History from Lewis & Clark College in 1997.
