Subject to Government Code §54954.3, at special
meetings, members of the public have the right to address the legislative body
on any item that is to be addressed by the body at this meeting. This is the time set aside for such comments. Please keep comments concise and observe time
limits. Individual speakers will be
limited to 3 minutes each with a 20-minute maximum for public comment.
4. PUBLIC HEARING
A. Water and Sewer Rate Increases instituted pursuant to Article XIIID of the California Constitution – Assessment and Property Related Fee Reform -- (aka Proposition 218): All interested persons will be permitted to present oral and written testimony with respect to the proposed rates and methodology. At conclusion of hearing, Council will receive tabulation of protest ballots and either stop further proceedings of the rate proposal, or validate the rate plan if a majority protest is not received.

Community Development Block Grant Program: Council will receive information about
funding programs, and will consider scheduling a public hearing to discuss
options for programs to apply for.

Administrator Contract:
Council will consider addendum to contract entered into between the City
of

Administrative Services – Financial Accountability and
Transparency: Council will discuss
whether to institute additional regulations governing performance of annual
audit within a certain period of time. Discussion requested by Council Member
Palfini.
